Elgato Game Capture 4K60 Pro — Recording Won't Start

If you are using Elgato Game Capture 4K60 Pro, have GPU encoding selected, and are running another program such as Skype or a video editor, then that program might be using the GPU as well.  That can cause the recording not to start.
