Elgato Game Capture HD can make very high quality recordings from many different unencrypted HDMI, component and composite sources. It can also record S-Video if you purchase a separate adapter directly from Elgato.
If you want to take those recordings and put them on a DVD, you'll have to make a Video DVD, rather than just a normal Data DVD. Otherwise, the DVD may not play back on many standard DVD players.
Windows DVD Creation
You'll need separate software to make your Elgato Game Capture HD recordings into a Video DVD.
Such software is available from various vendors, like Roxio.

There are lots of other applications that can also make Video DVDs.
Give your .mp4 recording to your Video DVD creation software.
Then, you choose how the DVD will look (menus, etc), and the Video DVD creation software will take a blank DVD you've inserted into your computer, and turn that into a Video DVD.
Windows DVD Maker can also make a Video DVD. Look at the instructions on this page:

Since that's a free application that probably is already on your computer, you may want to try Windows DVD Maker first.
Mac DVD Creation
You'll need separate software to make your Elgato Game Capture HD recordings into a Video DVD.
One application that does that is called iDVD, and you can get that from Apple.
Another application that does that is called Toast Titanium.
